DC DOT E-Bike Food Delivery Pilot Agreement (2026)

I  (the “Participant”) hereby agree to the following terms set in this Participant Agreement (the “Agreement”) with Whizz to participate in the Electric Bike (“E-Bike”) Food Delivery Pilot Project (“Pilot”) sponsored by the District Department of Transportation (“DDOT”), a municipal agency located in the District of Columbia (the “District”) and the Los Angeles Cleantech Incubator. 

    1. I am a resident of the District of Columbia;

    2. I am at least 18 years of age;

    3. I have a valid debit or credit card; 

    4. I have at least one month of app-based delivery experience in the past year;

    5. I am a current food delivery worker on DoorDash in the District; 

    6. I own a smartphone;

    7. I know how to ride an electric bike (e-bike); and

    8. I can commit to participating in the Pilot for six (6) months with responsibilities stipulated below.

    1. Whizz e-bike and battery; and

    2. Voucher worth $100 with the option to purchase a bike helmet; bike lock; and/or a food delivery bag.
      I agree to pick up the Whizz e-bike, battery and accessories from Whizz bike shop located on 502 23rd St NW, Washington, DC 20037 during Whizz standard operating hours. 

3. Payments. 

    1. Monthly Payments: I agree to pay a monthly cost of at least $129 per month (if choosing a new Storm-2 e-bike) or $69 (if choosing a used Storm-2 e-bike) to Whizz for a period of six (6) months, which will cover preventative maintenance and 50% of needed repairs.

    2. One-time Payment: Upon successful completion of the Pilot as described in this Agreement, I can choose to own the e-bike at a cost of $120 (plus tax) to Whizz and keep the e-bike at no additional cost and will have no further obligation towards DDOT as it relates to this Pilot.

    3. Milestone Payments: If, for any month, I fail to meet the minimum Delivery Milestone (See Section 5: Participant Responsibilities), I will be responsible for paying Whizz an additional $192 (plus tax) for the next Monthly Payment.

4. Battery Charging. 

    1. During the Pilot: I understand that the e-bike battery I receive today can only be charged by battery-swapping in PopWheels battery swapping cabinets, which are located in the Adams Morgan neighborhood at 1640 Columbia Road NW 20009, Waterfront neighborhood at 400 I Street SW 20024. These cabinets will be operational as part of the Pilot until July 30, 2026.  I agree to download the necessary smartphone application and follow all directions for successful use of the battery swapping cabinets. Access to the battery-swap cabinets for the term of the Pilot will come at no expense.

    2. After the Pilot: Upon successful completion of the Pilot, I will have the option to continue accessing the PopWheels battery-swap cabinets for a monthly subscription fee and/or purchase equipment to charge the battery at home.

    1. Use my e-bike for food delivery work for at least 25 deliveries per month (the Delivery Milestone). I acknowledge that if I fail to complete 25 deliveries in a month, I will be in noncompliance with the Pilot terms and responsible for an additional monthly payment (Section 3c) to retain use of the e-bike; 

    2. Complete at least two (2) surveys that DDOT will email, text or WhatsApp to me; and

    3. Participate in at least two (2) focus group sessions with DDOT staff at a location to be communicated later

    4. Download the GridWise smartphone application and connect all my food delivery service applications to GridWise for the purpose of data collection and Delivery Milestone confirmation.

6. Verification. I understand that, as a condition of participation, I must undergo a background check, provide proof of residence in the District of Columbia, and verify ownership of my DoorDash account. Whizz reserves the right to verify this information by any reasonable means and to approve or deny my participation based on the results of these verifications.

7. Data Collection. I understand that data will be collected from my e-bike and battery for the purposes of evaluating the Pilot program. All data will be anonymized.

8. Cancellation. I understand that if I cannot meet the requirements of the Pilot, I will have to forfeit the e-bike to Whizz, and I will not receive any refund for expenses already paid. If I can no longer meet the requirements detailed in this Participant Agreement, I will: 

    1. Notify the DDOT Pilot Program Coordinator Tasin Malik via email (tasin.malik@dc.gov) within one week of stopping Pilot participation; and 

    2. Return my e-bike to Whizz bike shop within two weeks of ceasing Pilot participation.

9. Termination. If I fail to comply with the payment obligations set forth in Section 3, or with any terms and conditions of the Whizz and/or PopWheels User Agreements, Whizz may suspend or refuse service, terminate my participation in the program, and repossess the e-bike unless it is returned by me in a timely manner, provided that such violation is not cured within any applicable cure period. I will remain responsible for all outstanding fees, charges, and fines assessed in accordance with Whizz E-bike Subscription Agreement.

10. Indemnification. I agree to indemnify, defend and hold harmless the District (and the District’s employees, agents and affiliates) and the Los Angeles Cleantech Incubator from and against all actions, damages or claims arising out of the Participant’s negligence, recklessness, or willful misconduct. 

I have carefully read and understood this agreement. I have had the opportunity to ask any questions I may have about the program and the rules I am hereby agreeing to follow. I understand that if I fail to abide by any of the conditions in this agreement, I may no longer be eligible to continue participating in this program.
